The Federal Supreme Court did not enter into the criminal complaint because the challenged non-entry decision of the Glarus State and Youth Prosecutor's Office was not a final cantonal decision: an appeal to the Cantonal Court of Glarus remained available. The appellant had been invited to submit the challenged decision and then, despite the Court's warning, maintained the complaint. Court costs of CHF 800 were charged to him.

Der Einzelrichter zieht in Erwägung:

Da der Beschwerde kein Entscheid beilag, wurde der Beschwerdeführer mit Verfügung vom 31. Januar 2013 aufgefordert, dem Bundesgericht den angefochtenen Entscheid nachzureichen. Innert Frist sandte er eine Nichtanhandnahmeverfügung der Staats- und Jugendanwaltschaft des Kantons Glarus vom 11. Januar 2013. Wie er deren Rechtsmittelbelehrung hätte entnehmen können, ist dagegen eine Beschwerde ans Obergericht des Kantons Glarus möglich. Die eingereichte Verfügung ist somit nicht letztinstanzlich im Sinne von Art. 80 Abs. 1 BGG. Folglich ist eine Beschwerde ans Bundesgericht unzulässig. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Da er trotz einer Belehrung durch das Bundesgericht (act. 8) an der Beschwerde festhielt, kommt ein Absehen von Kosten nicht in Betracht.
Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird dem Beschwerdeführer und der Staats- und Jugendanwaltschaft des Kantons Glarus schriftlich mitgeteilt.
