The appellant challenged the cantonal prosecutor’s dismissal of his criminal complaint against a court clerk allegedly for breach of official secrecy. The Federal Supreme Court held that he lacked standing under Art. 81 BGG because he was neither a private prosecutor nor a victim and had no legally protected interest. It also held that his blanket allegation of violated party rights did not satisfy the substantiation requirements of Arts. 42 and 106 BGG. The court therefore did not enter into the complaint, denied legal aid for lack of prospects, and imposed reduced court costs of CHF 500 on the appellant.

Independent of standing, constitutional and cantonal-law complaints must be expressly raised and reasoned; a merely generic allegation of denial of justice does not meet the requirements of Art. 42 and 106 Abs. 2 BGG. An obviously hopeless appeal excludes legal aid under Art. 64 Abs. 1 BGG; costs are borne by the unsuccessful appellant under Art. 66 Abs. 1 BGG, with possible reduction according to financial circumstances.

Der Präsident zieht in Erwägung:

Der Beschwerdeführer erstattete am 7. Oktober 2006 Strafanzeige gegen einen Gerichtsschreiber des Verwaltungsgerichts des Kantons Appenzell A.Rh. Dieser habe ein ihn betreffendes Urteil mutwillig zurückgehalten, um nach erfolgloser Zustellung einen verleumderischen Brief an seine Mutter zu schreiben. Das Strafverfahren wurde am 18. Juli 2007 eingestellt. Einen dagegen erhobenen Rekurs wies die Staatsanwaltschaft mit Entscheid vom 26. November 2007 ab.
Der Beschwerdeführer führt gegen den Rekursentscheid subsidiäre Verfassungsbeschwerde, die als Beschwerde in Strafsachen entgegenzunehmen ist. Die Legitimationsvoraussetzungen dazu ergeben sich aus Art. 81 BGG. Da der Beschwerdeführer weder Privatstrafkläger noch Opfer oder Strafantragsteller im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 - 6 BGG ist, und er auch sonst - insbesondere als Geschädigter (BGE 133 IV 228 E. 2) - kein rechtlich geschütztes Interesse an der Aufhebung oder Änderung des angefochtenen Entscheids hat, ist er zur Beschwerde nicht legitimiert.
Unabhängig von der Legitimation in der Sache kann eine Verfahrenspartei die Verletzung jener Parteirechte rügen, die ihr nach dem kantonalen Verfahrensrecht oder unmittelbar aufgrund der Bundesverfassung zustehen (vgl. BGE 128 I 218 E. 1.1 S. 220). Die Verletzung von Grundrechten oder von kantonalem Recht prüft das Bundesgericht aber nur insofern, als eine solche Rüge in der Beschwerde vorgebracht und begründet worden ist (Art. 106 Abs. 2 BGG). Der Beschwerdeführer behauptet pauschal eine Verletzung seiner Parteirechte. Er nennt jedoch weder eine Rechtsnorm, die er als verletzt rügen will, noch legt er dar, dass und inwiefern der angefochtene Entscheid eine formelle Rechtsverweigerung darstellen sollte. Damit genügt er den minimalen Begründungsanforderungen von Art. 42 bzw. 106 BGG in keiner Weise. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist wegen Aussichtslosigkeit des Rechtsbegehrens abzuweisen (Art. 64 Abs. 1 BGG). Den angespannten finanziellen Verhältnissen des Beschwerdeführers ist mit einer reduzierten Gerichtsgebühr Rechnung zu tragen.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und der Staatsanwaltschaft des Kantons Appenzell A.Rh. schriftlich mitgeteilt.
