Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid wurde auf einen kantonalen Rekurs des Beschwerdeführers nicht eingetreten, weil bereits die Rekursgegnerin eine Busse mit sämtlichen Kostenfolgen aufgehoben hatte und der Beschwerdeführer im Rekursverfahren unter diesen Umständen nicht mehr beschwert war (angefochtener Entscheid S. 2 E. 2.2.). Was daran gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen könnte, ergibt sich aus der zum grössten Teil unverständlichen Beschwerde nicht. Soweit der Beschwerdeführer geltend macht, er wäre für das eingestellte Verfahren zu entschädigen gewesen, weist die Vorinstanz darauf hin, dass diesbezüglich ein separates Verfahren laufe (a.a.O.). Mit dieser Frage kann sich das Bundesgericht deshalb heute von vornherein nicht befassen. Inwieweit er für das Rekursverfahren, in welchem er unterlag, zu entschädigen gewesen wäre, legt er nicht dar. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Infolge der rechtsmissbräuchlichen Art der Prozessführung kommt eine Reduktion der Gerichtsgebühr nicht in Betracht (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Bezirksgericht Uster, Einzelrichter in Strafsachen, schriftlich mitgeteilt.
