Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass auf eine Strafklage des Beschwerdeführers wegen angeblicher Vermögens- und Urkundendelikte nicht eingetreten wurde. Da die Staatsanwaltschaft am kantonalen Verfahren beteiligt war, ist der Beschwerdeführer indessen nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG. Er wurde durch die angezeigten Straftaten auch nicht in seiner körperlichen, psychischen oder sexuellen Integrität unmittelbar beeinträchtigt, weshalb er nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 1 Abs. 1 OHG ist. Als Geschädigter, der nicht Opfer ist, ist er zur vorliegenden Beschwerde nicht legitimiert (BGE 133 IV 228). Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Er macht indessen geltend, er sei völlig mittellos (Beschwerde S. 11). Das Vorbringen kann als Gesuch um unentgeltliche Rechtspflege entgegengenommen werden. Dieses ist in Anwendung von Art. 64 BGG indessen abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
