Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass auf eine Strafklage des Beschwerdeführers wegen des Verdachts auf Betrug, Urkundenfälschung, Nötigung, Erpressung und Drohung nicht eingetreten wurde. Wie der Beschwerdeführer seit dem Urteil 6B_607/2010 vom 23. Juli 2009 weiss, ist er zur vorliegenden Beschwerde nicht legitimiert. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das sinngemäss gestellte Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
