The Federal Supreme Court held that the complaint did not satisfy the substantiation requirements for alleging a violation of federal law or fundamental rights and did not show arbitrariness in the refusal of legal aid. The Court therefore did not enter into the complaint under the summary procedure of Art. 108 BGG. It exceptionally waived court costs, making the legal-aid request moot.

If these requirements are not met, the Federal Supreme Court may decline to enter into the matter in summary proceedings under Art. 108 BGG.

Der Einzelrichter zieht in Erwägung:

Im angefochtenen Entscheid wurde ein kantonaler Rekurs aus dem Recht gewiesen, weil der Beschwerdeführer nach der Ablehnung des Gesuches um unentgeltliche Prozessführung den verlangen Kostenvorschuss nicht geleistet hatte. In der dagegen gerichteten Beschwerde hätte er aufzeigen müssen, dass der angefochtene Entscheid das schweizerische Recht im Sinne von Art. 95 BGG bzw. seine Grundrechte verletzt (Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG). Dieser Voraussetzung genügt die Beschwerde nicht. Der Beschwerdeführer legt auch nicht ansatzweise dar, dass die Vorinstanz in Willkür verfallen ist, als sie sein Gesuch um unentgeltliche Prozessführung als nicht hinreichend begründet einstufte und deshalb einen Kostenvorschuss verlangte. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten

Ausnahmsweise kann auf eine Kostenauflage verzichtet werden. Damit ist das Gesuch um unentgeltliche Rechtspflege gegenstandslos geworden.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Es werden keine Kosten erhoben.

3.
Dieses Urteil wird dem Beschwerdeführer und dem Appellationsgericht des Kantons Basel-Stadt schriftlich mitgeteilt.
