Der Präsident zieht in Erwägung:

Ob die Beschwerdefrist gemäss dem auf ein ärztliches Zeugnis gestützten Antrag wiederhergestellt werden kann, kann offen bleiben, da die Beschwerde unzulässig ist. Sie richtet sich dagegen, dass auf Strafklagen wegen falscher Anschuldigung und Verleumdung nicht eingetreten und im angefochtenen Entscheid eine dagegen gerichtete kantonale Beschwerde abgewiesen wurden, soweit darauf eingetreten werden konnte. Da die Staatsanwaltschaft am kantonalen Verfahren beteiligt war, ist der Beschwerdeführer indessen nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG. Da er durch die angezeigten Straftaten nicht in seiner körperlichen, psychischen oder sexuellen Integrität unmittelbar beeinträchtigt wurde, ist er auch nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 1 Abs. 1 OHG. Als Geschädigter, der nicht Opfer ist, ist er zur vorliegenden Beschwerde nicht legitimiert (BGE 136 IV 29). Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten. Mit dem Entscheid in der Sache ist das Gesuch um aufschiebende Wirkung gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
