Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid wurde auf ein kantonales Rechtsmittel nicht eingetreten, weil der Beschwerdeführer der Aufforderung, einen Kostenvorschuss zu bezahlen, keine Folge geleistet hatte. In der Eingabe vor Bundesgericht befasst er sich nicht mit der Frage, inwieweit die erwähnte Aufforderung, einen Vorschuss zu bezahlen, gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen könnte. Die Beschwerde genügt folglich den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht. Anzumerken ist, dass die Vorwürfe an das Bundesgericht und an den Präsidenten der Strafrechtlichen Abteilung abwegig sind. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Luzern schriftlich mitgeteilt.
