The Federal Supreme Court did not enter into the criminal complaint because it did not engage with the decisive reasoning of the cantonal court, namely that the appellant had been familiar with the procedure and with the possibility and requirements of requesting legal aid. Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid wurde auf ein Begehren des Beschwerdeführers mangels rechtzeitiger Leistung des Kostenvorschusses nicht eingetreten. Die Vorinstanz stellte unter anderem fest, dem Beschwerdeführer seien aufgrund einiger Verfahren vor ihr der Verfahrensablauf und die Möglichkeit, ein formelles Gesuch um unentgeltliche Prozessführung zu stellen, wie auch die formellen Anforderungen daran bekannt (angefochtener Entscheid S. 3 E. 4 am Ende). Mit dieser für den Ausgang der Sache massgebenden Erwägung der Vorinstanz befasst sich der Beschwerdeführer nicht. Insbesondere haben Art. 7 BV und Art. 49 BGG mit der zitierten Erwägung nichts zu tun. Die Beschwerde genügt folglich den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Kantonsgericht Appenzell Innerrhoden, Kommission für Entscheide in Strafsachen, schriftlich mitgeteilt.
