recours de droit public (6P.83/2004) et pourvoi en nullité (6S.229/2004) contre l'arrêt du Tribunal d'accusation du Tribunal cantonal du canton de Vaud du 21 avril 2004.

Le Tribunal fédéral considère en fait et en droit:

Par ordonnances du 23 juin 2004, le recourant a été invité à effectuer jusqu'au 14 juillet 2004 (délai unique et non prolongeable) deux avances de frais, de 1000 francs chacune, pour le recours de droit public et le pourvoi en nullité qu'il a déposés contre l'arrêt attaqué, avec l'avis qu'à défaut de paiement dans le délai fixé ses conclusions seraient déclarées irrecevables.

Les mêmes ordonnances (page 2) attiraient l'attention du recourant sur le fait que ses recours paraissaient voués à l'échec et sur la possibilité de les retirer pour éviter des frais inutiles.

Les avances de frais requises n'ont pas été effectuées ni les recours retirés dans le délai imparti. Par conséquent, conformément à l'avis donné en ce sens, il ne sera pas entré en matière sur les recours, avec suite de frais.

Par ces motifs, vu l'art. 36a OJ, le Tribunal fédéral prononce:
1.
Il n'est pas entré en matière sur le recours de droit public et le pourvoi en nullité.
2.
Un émolument judiciaire global de 800 francs est mis à la charge du recourant.
3.
Le présent arrêt est communiqué en copie au recourant, au Juge d'instruction du canton de Vaud, au Ministère public du canton de Vaud et au Tribunal d'accusation du Tribunal cantonal du canton de Vaud.
