B.________ appealed a cantonal unemployment-insurance judgment to the Federal Supreme Court. The Court held that the appeal did not comply with the statutory reasoning requirements because it failed to explain how the factual findings were incorrect or legally defective. As the appeal period had also expired, the Court refused to enter into the matter in simplified procedure. Court costs of CHF 200 were imposed on the appellant.

Where the submission does not specifically contest the relevant factual findings or legal reasoning, and the statutory appeal period has elapsed, the Federal Supreme Court decides in simplified procedure not to enter into the matter (consid. 1). Court costs are borne by the unsuccessful appellant pursuant to Art. 66 Abs. 1 and 3 BGG (consid. 2).

in die Beschwerde vom 31. Januar 2011 (Poststempel) gegen den Entscheid des Kantonsgerichts Freiburg, Sozialversicherungsgerichtshof, vom 13. Januar 2011, mit welcher B.________ das Nachreichen der Beschwerdebegründung "innerhalb der zugestandenen Frist" in Aussicht stellt,
in die Mitteilung vom 14. Februar 2011, mit welcher B.________ vom Bundesgericht auf das gesetzliche Formerfordernis der Begründung hingewiesen wird, welches innert der nicht erstreckbaren Rechtsmittelfrist erfüllt sein müsse, anderenfalls auf eine Beschwerde nicht eingetreten werden könne,
in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt; Art. 97 f. BGG nennt dabei die zulässigen Rügegründe,
dass die Eingabe vom 31. Januar 2011 diesen Mindestanforderungen nicht genügt, da den Ausführungen nicht entnommen werden kann, inwiefern die Sachverhaltsfeststellung im Sinne von Art. 97 Abs. 1 BGG unzutreffend und die darauf beruhenden Erwägungen rechtsfehlerhaft sein sollen,
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die Beschwerde nicht einzutreten ist, zumal die 30tägige Rechtsmittelfrist gemäss Art. 44-48 BGG abgelaufen ist,
dass der Beschwerdeführer nach Art. 66 Abs. 1 und 3 BGG kostenpflichtig wird,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 200.- werden dem Beschwerdeführer auferlegt.

Dieses Urteil wird den Parteien, dem Kantonsgericht Freiburg, Sozialversicherungsgerichtshof, und dem Staatssekretariat für Wirtschaft schriftlich mitgeteilt.

The filing did not meet the minimum reasoning requirements because it failed to show why the factual findings were allegedly incorrect or legally flawed.
An appeal must state requests and reasons concisely; the submission contained no adequate challenge to the factual findings under Art. 97 Abs. 1 BGG.
