B.________ appealed a cantonal social welfare decision to the Federal Supreme Court. The Court held that the appeal did not meet the statutory reasoning requirements and therefore was an invalid legal remedy. A later submission did not help because it was filed after the appeal deadline. The Court therefore refused to enter into the appeal under the simplified procedure and, exceptionally, waived court costs.
Art. 42 Abs. 1 and 2 BGG; Art. 95, 106 Abs. 2, 100 Abs. 1 and 108 Abs. 1 lit. b BGG: admissibility of a complaint against a cantonal decision based on cantonal law or alleging fundamental rights violations. The Federal Supreme Court enters only on a sufficiently reasoned appeal that, in a focused manner, identifies the challenged points and explains why the decision infringes federal law; merely general or unsupported objections do not satisfy Art. 42 BGG. In matters subject to the limited review of cantonal law or constitutional rights, the pertinent grievances must be expressly and precisely pleaded. A supplementary filing submitted after expiry of the appeal period cannot cure a defective complaint. If these requirements are not met, non-entry follows in the simplified procedure under Art. 108 BGG; costs may exceptionally be waived under Art. 66 Abs. 1 sentence 2 BGG.

in die nachträgliche Eingabe des B.________ vom 11. Juli 2008 (Poststempel),
in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 BGG unter anderem die Begehren und deren Begründung mit Angabe der Beweismittel enthalten muss, wobei im Rahmen der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Entscheid Recht verletzt (Art. 42 Abs. 2 BGG); die Vorbringen müssen sachbezogen sein, damit aus der Beschwerdeschrift ersichtlich ist, in welchen Punkten und weshalb der angefochtene Entscheid beanstandet wird (vgl. BGE 131 II 449 E. 1.3 S. 452, 123 V 335 E. 1 S. 337 f. mit weiteren Hinweisen),
dass bei der Anfechtung eines Entscheides, der sich - wie vorliegend - auf kantonales Recht stützt bzw. in dem allenfalls eine Verletzung von Grundrechten in Frage steht, die Überprüfung durch das Bundesgericht nur insofern erfolgen kann, als eine entsprechende Rüge in der Beschwerde präzise vorgebracht und begründet worden ist (Art. 95 und 106 Abs. 2 BGG; vgl. nunmehr das zur Publikation in BGE 134 X bestimmte Urteil vom 19. Mai 2008, 1C_380/2007),
dass die Beschwerde vom 5. Juli 2008 den vorerwähnten Anforderungen jedenfalls bezüglich der Begründung und den hinreichend substanziierten Rügen offensichtlich nicht genügt,
dass mithin kein gültiges Rechtsmittel vorliegt,
dass hieran auch die nachträgliche Eingabe vom 11. Juli 2008 - sofern diese überhaupt als Beschwerde bzw. Ergänzung derselben zu betrachten ist - nichts ändert, da sie nach Ablauf der Rechtsmittelfrist (Art. 100 Abs. 1 BGG) eingereicht worden ist,
dass somit auf die - offensichtlich unzulässige - Beschwerde in Anwendung von Art. 108 Abs. 1 lit. b BGG nicht einzutreten ist,
dass für das bundesgerichtliche Verfahren ausnahmsweise keine Kosten erhoben werden (Art. 66 Abs. 1 Satz 2 BGG),
dass in den Fällen des Art. 108 Abs. 1 BGG das vereinfachte Verfahren zum Zuge kommt und der Abteilungspräsident zuständig ist,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Solothurn schriftlich mitgeteilt.

The filing did not explain in a focused manner how the challenged cantonal decision violated law, and the objections were not sufficiently substantiated.
Whether the late supplementary filing could cure the defective appeal
No; the supplementary filing was submitted after the appeal deadline and could not remedy the defect.
Because it was lodged after expiry of the time limit, it could not be treated as a timely appeal supplement.
Whether costs should be charged for the federal proceedings
Exceptionally no court costs were imposed.
The court dispensed with costs in the present case under the statutory exception.
