The Federal Supreme Court held that the appellant's complaint against the cantonal unemployment-insurance decision was manifestly inadmissible because it did not contain a proper request and failed to engage with the cantonal court's reasoning as required by Art. 42 BGG. The later submission of the lower-court decision did not cure this defect. The Court therefore declined to enter into the appeal under Art. 108 Abs. 1 lit. b BGG and, given the circumstances, waived court costs under Art. 66 Abs. 1 sentence 2 BGG.
Art. 42 Abs. 1 and 2 BGG; Art. 108 Abs. 1 lit. b BGG; admissibility requirements for a federal appeal. The appeal must contain a prayer for relief and a reasoned challenge to the contested judgment; the appellant must specifically address the decisive considerations of the lower court and show, in a concise manner, which federal rights were violated. A merely general or abstract critique does not suffice. If these minimum requirements are manifestly unmet, the Federal Supreme Court shall not enter into the matter in simplified procedure. The later submission of missing annexes does not remedy the absence of a legally sufficient appeal brief (consid. 1).

in die Beschwerde des D.________ vom 20. September 2013 (Poststempel) gegen den Entscheid des Verwaltungsgerichts des Kantons Obwalden vom 20. August 2013,
in die nach Erlass der Verfügung des Bundesgerichts vom 23. Sep-tember 2013 betreffend fehlende Beilage (vorinstanzlicher Entscheid) am 3. Oktober 2013 (Poststempel) erfolgte Nachreichung des angefochtenen Entscheides,
in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Entscheid Recht verletzt; dies setzt voraus, dass sich die Beschwerde führende Person konkret mit den Erwägungen des angefochtenen Entscheids auseinandersetzt (BGE 138 I 171 E. 1.4 S. 176, 136 I 65 E. 1.3.1 S. 68 und 134 II 244 E. 2.1 S. 245 f.),
dass die Beschwerde vom 20. September 2013 diesen Mindestan-forderungen offensichtlich nicht gerecht wird, da sie kein rechtsgenügliches Begehren enthält und sich nicht in konkreter Weise mit den Erwägungen der Vorinstanz bezüglich der fraglichen Insolvenzentschädigung auseinandersetzt und namentlich weder rügt noch aufzeigt, inwiefern das kantonale Gericht im Sinne von Art. 95 f. BGG Recht verletzt bzw. - soweit überhaupt beanstandet - den Sachverhalt gemäss Art. 97 Abs. 1 BGG qualifiziert unrichtig oder als auf einer Rechtsverletzung beruhend festgestellt haben sollte,
dass deshalb - trotz Nachreichung des vorinstanzlichen Entscheids gemäss Verfügung des Bundesgerichts vom 23. September 2013 - offensichtlich kein gültiges Rechtsmittel eingereicht worden ist,
dass somit auf die - offensichtlich unzulässige - Beschwerde in Anwendung von Art. 108 Abs. 1 lit. b BGG nicht eingetreten werden kann,
dass es sich bei den gegebenen Verhältnissen rechtfertigt, von der Erhebung von Gerichtskosten für das bundesgerichtliche Verfahren umständehalber abzusehen (Art. 66 Abs. 1 Satz 2 BGG),
dass in den Fällen des Art. 108 Abs. 1 BGG das vereinfachte Verfahren zum Zuge kommt und die Abteilungspräsidentin zuständig ist,
Auf die Beschwerde wird nicht eingetreten.
Es werden keine Gerichtskosten erhoben.
Dieses Urteil wird den Parteien, dem Verwaltungsgericht des Kantons Obwalden und dem Staatssekretariat für Wirtschaft (SECO) schriftlich mitgeteilt.
