The Federal Court did not enter into the unemployment insurance appeal because the appellant failed to pay the required CHF 500 cost advance despite being granted a deadline and grace period. The Court therefore issued a non-entry decision under Art. 108 BGG and charged the appellant with court costs of CHF 200. The decision was notified to the parties, the cantonal administrative court, the regional employment office legal service, and the State Secretariat for Economic Affairs.

Where the appellant, after express warning and expiry of the principal and supplementary deadline, fails to pay the requested advance on costs, the Federal Court shall not enter into the appeal in the summary procedure. Der Präsident zieht in Erwägung:

Der Beschwerdeführerin wurde mit Verfügungen vom 24. November und 18. Dezember 2008 eine Frist bis zum 9. Dezember 2008 und die gesetzlich vorgesehene Nachfrist bis 12. Januar 2009 angesetzt, um dem Bundesgericht einen Kostenvorschuss von Fr. 500.- einzuzahlen, ansonsten auf das Rechtsmittel nicht eingetreten werde. Der Kostenvorschuss wurde nicht bezahlt. Auf die Beschwerde ist deshalb androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind der Beschwerdeführerin aufzuerlegen (Art. 66 Abs. 1 und 3 BGG).
Demnach erkennt der Präsident:
1.
Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 200.- werden der Beschwerdeführerin auferlegt.
3.
Dieses Urteil wird den Parteien, dem Verwaltungsgericht des Kantons Bern, Sozialversicherungsrechtliche Abteilung, dem beco Berner Wirtschaft, Abteilung Arbeitsvermittlung, Rechtsdienst, und dem Staatssekretariat für Wirtschaft schriftlich mitgeteilt.

No. Because the cost advance was not paid within the set deadline and grace period, the Court declined to enter into the appeal under Art. 108 BGG.
The appellant had been warned that failure to pay the advance would lead to non-entry; since payment was not made, the appeal had to be dismissed at the admissibility stage.
Allocation of court costs.
Court costs of CHF 200 were imposed on the appellant.
As the unsuccessful party in the non-entry proceedings, the appellant had to bear the costs pursuant to Art. 66 BGG.
