The Federal Supreme Court dismissed the social insurance complaint as inadmissible because the appellant's filing did not meet the statutory reasoning requirements. It did not engage with the cantonal judgment and instead only requested an impermissible extension of the appeal deadline. Applying the simplified procedure, the Court declined to enter into the complaint and waived court costs.

A complaint must contain, in concise form, the requests and the reasons showing in what respect the challenged decision violates law; it must address the decisive considerations of the cantonal judgment. Merely abstract assertions or requests unrelated to the reasoning of the lower court do not satisfy the statutory pleading burden. If the filing fails to meet these minimum requirements, the Court may refuse to enter into the matter in simplified proceedings. A request for extension of the appeal period is inadmissible where the law excludes such extension (consid. 1).

in die Beschwerde vom 12. Februar 2009 (Poststempel) gegen den Entscheid des Verwaltungsgerichts des Kantons Bern vom 23. Dezember 2008,

in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass die Beschwerde diesen inhaltlichen Mindestanforderungen nicht genügt, da sie zwar verschiedene Anträge enthält, sich jedoch in keiner Weise mit dem angefochtenen Gerichtsurteil auseinandersetzt, den Ausführungen somit nicht entnommen werden kann, inwiefern die Sachverhaltsfeststellung im Sinne von Art. 97 Abs. 1 BGG unzutreffend und die darauf beruhenden Erwägungen rechtsfehlerhaft sein sollen, sondern darin einzig um eine gesetzlich ausgeschlossene Erstreckung der Beschwerdefrist ersucht wird (Art. 47 Abs. 1 in Verbindung mit Art. 100 Abs. 1 BGG),
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die Beschwerde nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten verzichtet wird,

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird den Parteien, dem Verwaltungsgericht des Kantons Bern, Sozialversicherungsrechtliche Abteilung, und dem Bundesamt für Sozialversicherungen schriftlich mitgeteilt.
