The Federal Supreme Court did not enter upon the appellant’s challenge to the cantonal judgment concerning reduction of AHV/IV/EO contributions. It held that such a reduction is treated as a partial waiver of contributions and therefore falls within the exclusion of Art. 83 lit. m BGG, so the ordinary public-law appeal is unavailable. The filing could not be converted into a subsidiary constitutional complaint because the appellant did not allege any violation of constitutional rights. The court decided the matter in simplified procedure, waived court costs, and declared the request for fee exemption moot.

Decisions on the reduction of contributions under Art. 11 AHVG in conjunction with Art. 3 Abs. 2 IVG and Art. 27 Abs. 3 EOG are to be treated as decisions concerning a partial remission and are excluded from the appeal in public law matters under Art. 83 lit. m BGG. In such cases only the subsidiary constitutional complaint is available, but the Federal Supreme Court examines alleged violations of constitutional rights only if they are expressly invoked and substantiated (Art. 106 Abs. 2 in conjunction with Art. 117 BGG). A mere reference to Art. 116 BGG is insufficient. Manifestly inadmissible appeals are not entered upon in simplified procedure under Art. 108 Abs. 1 lit. a BGG; if no court costs are charged, a request for exemption from costs becomes moot (Art. 66 Abs. 1 BGG).

Nach Einsicht
in die Beschwerde vom 31. Mai 2011 (Datum des Poststempels) gegen den Entscheid des Sozialversicherungsgerichts des Kantons Zürich vom 27. April 2011 betreffend Herabsetzung von AHV/IV/EO-Beiträgen,

in Erwägung,
dass gegen Entscheide über die Stundung oder den Erlass von Abgaben die Beschwerde in öffentlich-rechtlichen Angelegenheiten ans Bundesgericht unzulässig ist (Art. 83 lit. m BGG),
dass dies auch für Entscheide über die Herabsetzung von AHV/IV/EO-Beiträgen gemäss Art. 11 Abs. 1 AHVG (in Verbindung mit Art. 3 Abs. 2 IVG und Art. 27 Abs. 3 EOG) gilt, da es sich hiebei um einen teilweisen Erlass handelt (SVR 2008 AHV Nr. 12 S. 38, 9C_690/2007 E. 1.1; Urteile 9C_321/2010 vom 30. April 2010 und 9C_135/2010 vom 26. Februar 2010; Hansjörg Seiler, in: Bundesgerichtsgesetz [BGG], 2007, N. 84 zu Art. 83 BGG),
dass einzig die subsidiäre Verfassungsbeschwerde in Frage kommt (Art. 113 ff. BGG), mit welcher indessen nur die Verletzung von verfassungsmässigen Rechten gerügt werden kann (wie in der vorinstanzlichen Rechtsmittelbelehrung zutreffend dargelegt wurde),
dass das Bundesgericht die Verletzung von Grundrechten nur insofern prüft, als eine solche Rüge in der Beschwerde vorgebracht und begründet worden ist (Art. 106 Abs. 2 in Verbindung mit Art. 117 BGG),
dass das eingereichte Rechtsmittel auch nicht als Verfassungsbeschwerde entgegengenommen werden kann, weil der Beschwerdeführer keine Verletzung verfassungsmässiger Rechte geltend macht, woran die blosse Erwähnung von Art. 116 BGG nichts ändert,
dass auf die offensichtlich unzulässige Beschwerde im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. a BGG nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 zweiter Satz BGG auf die Erhebung von Gerichtskosten verzichtet wird, womit das Gesuch des Beschwerdeführers um unentgeltliche Rechtspflege im Sinne der Befreiung von den Gerichtskosten gegenstandslos ist,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird den Parteien, dem Sozialversicherungsgericht des Kantons Zürich und dem Bundesamt für Sozialversicherungen schriftlich mitgeteilt.
