The Federal Supreme Court dealt with an appeal against a cantonal judgment that had refused to enter into a filing challenging an IV-office suspension order. It held that the appeal did not satisfy the minimum reasoning requirements of Art. 42 BGG because the appellant did not engage with the cantonal court's reasoning and merely explained why he had not acted in time, described financial difficulties, and invoked Art. 21 Abs. 5 ATSG. The complaint was therefore not entered into in simplified proceedings under Art. 108 BGG. No court costs were charged.

Nach Einsicht
in die Beschwerde vom 31. Oktober 2013 (Poststempel) gegen den Entscheid des Kantonsgerichts Wallis vom 28. Oktober 2013,

in Erwägung,
dass Prozessthema ist, ob das kantonale Gericht zu Recht nicht auf die Eingabe des Beschwerdeführers vom 18. Oktober 2013 eingetreten ist, mit welcher er sich gegen eine nicht innert Frist angefochtene Sistierungsverfügung der Kantonalen IV-Stelle Wallis vom 29. Oktober 2012 wandte,
dass die Vorinstanz ihr Nichteintreten auf die Rechtsschrift des Versicherten damit begründete, für Revisions- und Wiedererwägungsverfahren sei diejenige Instanz zuständig, deren Entscheid zu überprüfen sei, weshalb die Angelegenheit der IV-Stelle als zuständiger Behörde zu überweisen sei,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass die Beschwerde diesen inhaltlichen Mindestanforderungen offensichtlich nicht genügt, da der Beschwerdeführer im Wesentlichen darlegt, weshalb er nicht fristgerecht gegen die Verfügung der IV-Stelle vorgegangen war, seine finanzielle Notlage schildert und sinngemäss eine Verletzung von Art. 21 Abs. 5 ATSG (Einstellung von Leistungen während einem Straf- oder Massnahmevollzug) rügt, dass er sich aber mit den vorinstanzlichen Erwägungen nicht auseinandersetzt und somit nicht darzutun vermag, inwiefern der angefochtene Entscheid Bundesrecht verletzt (Art. 95 lit. a BGG),
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b und Abs. 2 BGG auf die Beschwerde nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten verzichtet wird,

erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Es werden keine Gerichtskosten erhoben.

3.

Dieses Urteil wird den Parteien, dem Kantonsgericht Wallis und dem Bundesamt für Sozialversicherungen schriftlich mitgeteilt.
