After the Federal Supreme Court ordered an advance on costs, the appellant withdrew the appeal. The President of the Second Social Law Court therefore struck the case from the roll and waived court costs entirely.

il ricorso presentato l'11 ottobre 2010 (timbro postale) da C.________ - rappresentata dalla madre - contro il giudizio 15 settembre 2010 del Tribunale delle assicurazioni del Cantone Ticino in materia di assicurazione contro le malattie,
il decreto del 12 ottobre 2010 con cui per ordine del Presidente della Seconda Corte di diritto sociale del Tribunale federale la ricorrente è stata invitata a versare, entro il 27 ottobre 2010, l'anticipo delle spese giudiziarie di fr. 500.-,
lo scritto del 31 ottobre 2010 con cui C.________ - sempre rappresentata dalla madre - ha ritirato il ricorso,
considerando:
che la causa dev'essere stralciata dai ruoli (art. 32 cpv. 2 LTF),
che il Presidente (o il giudice dell'istruzione) della Corte decide quale giudice unico circa lo stralcio dal ruolo delle cause ritirate (art. 32 cpv. 1 e 2 LTF) e che, in tale ambito, statuisce sulle spese giudiziarie (art. 5 cpv. 2 PC in relazione con l'art. 71 LTF),
che, in caso di desistenza, il Tribunale federale può rinunciare in tutto o in parte a riscuotere le spese giudiziarie (art. 66 cpv. 2 LTF),
che nella fattispecie si può rinunciare a prelevare le spese processuali (cfr. decreto 9C_7/2007 del 21 febbraio 2007),
per questi motivi, il Presidente decide:
1.
La causa è stralciata dai ruoli a seguito del ritiro del ricorso.
2.
Non si prelevano spese giudiziarie.
3.
Comunicazione alle parti, al Tribunale delle assicurazioni del Cantone Ticino e all'Ufficio federale della sanità pubblica.

Whether the withdrawn appeal should be struck from the docket
The proceedings were discontinued and the case was struck from the roll following withdrawal of the appeal.
Under Art. 32(2) LTF, withdrawn cases are removed from the docket; the single judge may decide this by summary order.
Whether court costs should be charged despite the withdrawal
No court costs were levied.
Although costs may generally be imposed, the Federal Supreme Court may waive them in whole or in part in case of withdrawal; here it chose to waive costs entirely.
