The Federal Court held that the appellant’s submissions against the cantonal social insurance decision did not meet the mandatory requirements of Art. 42 BGG. Although a request was formulated, the filing and subsequent supplement did not explain in a legally sufficient way why the factual findings were incorrect or why the cantonal non-entry decision violated federal law. In particular, the appellant did not engage with the case law that, as a rule, only the operative part of a decision is appealable. The Court therefore did not enter into the matter under the simplified procedure and charged the appellant with court costs of CHF 200.

A remedy must contain a clear prayer for relief and a reasoned submission showing, in concise form, how the challenged decision violates federal law. Merely asserting disagreement is insufficient. Where the appeal fails to address the contested legal reasoning and does not demonstrate the alleged unlawfulness of the factual findings or of a cantonal non-entry decision, the Federal Court may refuse to enter under the simplified procedure. As a rule, only the dispositive portion of a decision, not its reasoning, is appealable (consid. on the minimum pleading standard and appealability).

in das Schreiben des Bundesgerichts vom 6. November 2008 an S.________, wonach die Beschwerde die gesetzlichen Formerfordernisse hinsichtlich Antrag und Begründung nicht zu erfüllen scheine und eine Verbesserung nur innert der Beschwerdefrist möglich sei,
in die daraufhin von S.________ am 11. November 2008 eingereichte Eingabe,

in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass die beiden Eingaben des Beschwerdeführers diesen inhaltlichen Mindestanforderungen nicht genügen, da sie zwar einen rechtsgenüglichen Antrag enthalten, den Ausführungen jedoch nicht entnommen werden kann, inwiefern die Sachverhaltsfeststellung im Sinne von Art. 97 Abs. 1 BGG - soweit überhaupt beanstandet - unzutreffend und die darauf beruhenden Erwägungen rechtsfehlerhaft sein sollen,
dass sie sich namentlich nicht in rechtsgenüglicher Weise mit der Frage auseinandersetzen, inwiefern der vorinstanzliche Nichteintretensentscheid angesichts der Rechtsprechung, wonach grundsätzlich nur das Dispositiv, nicht aber die Begründung eines Entscheids anfechtbar ist (BGE 113 V 159, 110 V 52 oben), Bundesrecht verletzen sollte,
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die Beschwerde nicht einzutreten ist und der Beschwerdeführer nach Art. 66 Abs. 1 und 3 BGG kostenpflichtig wird,

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 200.- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien, dem Versicherungsgericht des Kantons Solothurn und dem Bundesamt für Sozialversicherungen schriftlich mitgeteilt.
