The appellant filed an administrative law appeal in an unemployment-insurance matter against a cantonal court decision. The Federal Supreme Court held that the case was cost-bearing, ordered a CHF 1,100 advance, and warned of non-entry if payment was not made. As the advance was not paid within the deadline, the Court did not enter into the appeal under Art. 150 para. 4 OG. Consistent with its practice in such cases, it ordered that no court costs be levied.

dass A.________ am 28. September 2006 Verwaltungsgerichtsbeschwerde gegen einen Entscheid des Versicherungsgerichts des Kantons Solothurn vom 5. September 2006 erhoben hat,
dass das Bundesgesetz über das Bundesgericht vom 17. Juni 2005 (BGG; SR 173.110) am 1. Januar 2007 in Kraft getreten ist (AS 2006 1205, 1243), wobei sich das vorliegende Verfahren - da der angefochtene Entscheid vorher ergangen ist - noch nach dem OG richtet (Art. 132 Abs. 1 BGG; BGE 132 V [I 618/06] Erw. 1.2),
dass das Verfahren nicht die Bewilligung oder Verweigerung von Versicherungsleistungen zum Gegenstand hat, weshalb es kostenpflichtig ist (Art. 134 OG e contrario),
dass das Gericht A.________ mit Verfügung vom 6. Oktober 2006 aufgefordert hat, innert 14 Tagen nach Erhalt dieses Schreibens einen Kostenvorschuss von Fr. 1100.- zu bezahlen, und angedroht hat, dass bei Nichtleistung innert der gesetzten Frist aus diesem Grunde auf die Rechtsvorkehr nicht eingetreten werde,
dass die Verfügung dem Beschwerdeführer am 15. November 2006 ausgehändigt worden ist,
dass der Kostenvorschuss innert der gesetzten Frist nicht bezahlt worden ist,
dass androhungsgemäss nach Art. 150 Abs. 4 OG zu verfahren ist,
dass - obwohl das Verfahren an sich kostenpflichtig ist - praxisgemäss bei Nichteintretensentscheiden zufolge unterbliebener oder verspäteter Leistung des Vorschusses keine Gerichtskosten erhoben werden,
erkennt das Bundesgericht:

Auf die Verwaltungsgerichtsbeschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien, dem Versicherungsgericht des Kantons Solothurn, der Öffentlichen Arbeitslosenkasse des Kantons Solothurn und dem Staatssekretariat für Wirtschaft zugestellt.

No. Because the cost advance was not paid within the set time limit, the court had to decline entry on the appeal.
