A university professor sought to contest the transfer of his secretary to another department. The court held that he had no legally protected interest in the measure and therefore could not appeal. Where a professor attacks the transfer of a secretary to another department, the professor lacks standing if the measure does not directly infringe a protected position of his own. A norm may be invoked only by persons whose interests fall within its protective scope; a provision not enacted to protect the appellant cannot serve as a basis for recourse (consid. implied).
