The CRUNI upheld the university's refusal to grant an exception for exceptional circumstances to an international student who had failed three exam sessions. Amendments to the study regulations, once entered into force, apply mandatorily to the academic year concerned, including to students repeating their first year, unless the text expressly provides otherwise.

La CRUNI confirme le refus de mettre au bénéfice d'une dérogation liée à des circonstances exceptionnelles l'étudiant étranger qui justifie son échec à 3 sessions d'examen par ses difficultés d'adaptation et l'obligation de subvenir à ses besoins en travaillant parallèlement à ses études. Pouvoir d'examen de la commission limité à l'abus de pouvoir d'appréciation du doyen. Les dispositions modifiant le règlement d'études, en vigueur depuis le mois d'octobre 1995, sont impérativement applicables, même aux étudiants redoublant leur première année au cours de l'année académique 1995-1996.
