LTA art. 8; jurisdiction of the administrative court in provisional matters concerning an allegedly infringing publication: the administrative court is not competent where the requested relief essentially concerns the prohibition of distribution of a work, the attribution of authorship, or the disclosure of the work's whereabouts. Such claims fall outside the administrative judicial sphere and must be pursued, if at all, before the competent civil forum; the court therefore declines to enter into the matter.
