Celui contre qui 6 rapports de contraventions à la suite de plaintes, ont été établis et une procédure est à l'instruction, (enlèvement de mineurs, insoumission aux actes de l'autorité) ne saurait prétendre à l'obtention d'un CBVM. Ne saurait prétendre à l'obtention d'un certificat de bonne vie et moeurs celui contre qui sept rapports de contraventions ont été établis à la suite de plaintes pour lésions corporelles, menaces et trouble de la tranquillité publique, et qui fait l'objet d'une procédure pour enlèvement de mineurs et insoumission aux actes de l'autorité.
