Blâme infligé à une entreprise qui effectue 90 transports en ambulance avec un équipage non conforme à la composition légale (art. 5 et 17 al. 2 litt. c LFA, 28 al. 1 RLFA). Il a été tenu compte des difficultés liées à l'embauche de personnel et à la formation de celui-ci. Confirmation d'un blâme infligé à une entreprise d'ambulances ayant effectué 90 transports sur une période de 3 mois avec des équipages dont la composition n'était pas conforme à la LFA. En particulier, le certificat de capacité français d'ambulancier n'est pas équivalent au diplôme genevois (art. 9 LFA). Pour tenir compte des difficultés liées à l'embauche et à la formation du personnel, l'amende de CHF 5'000.- prononcée en sus du blâme a été annulée.
