Le médecin qui a fait l'objet d'une suspension pour 6 mois possède encore un intérêt à recourir contre celle-ci bien qu'elle soit venue à échéance en cours de procédure; cette sanction constitue en effet un antécédent pouvant peser sur l'avenir professionnel de l'intéressé. La suspension de 6 mois est justifiée, compte tenu des graves manquements du recourant (délivrance en nombre d'ordonnances postdatées de stupéfiants à des toxicomanes) qui avait déjà fait l'objet d'un avertissement pour les mêmes faits. Suspension de l'autorisation de pratiquer la médecine durant 6 mois. Malgré l'exécution de cette mesure, le recourant possède un intérêt actuel au recours, car cette mesure constitue un antécédent qui pourrait peser sur son avenir professionnel. La mesure est justifiée au vu du caractère répétitif des manquements du recourant, qui n'a pas suivi les directives du médecin-conseil - notamment celles concernant la distribution de méthadone -, et qui a prescrit des stupéfiants en quantités très élevées à des toxicomanes, sans véritables indications thérapeutiques et avec le risque tant de créer une pharmacodépendance chez ces patients que d'entretenir un marché noir. L'intéressé avait fait l'objet d'un avertissement pour les mêmes faits un peu plus de deux ans auparavant.
