Art. 17 LPA; filing by fax in administrative proceedings: transmission by facsimile does not satisfy the requirements of a regular filing. A writing is validly filed only when it is submitted in the legally prescribed manner; a faxed document therefore does not produce the procedural effects of a proper filing, in particular with respect to compliance with deadlines.
