DIEAR transferred a first-class fishing permit from the previous holder to a third party. The former holder challenged the decision, arguing in substance that he should have been personally heard. The authority relied on his handwritten declaration and his almost complete inactivity during the previous two years. The court held that, in these circumstances, DIEAR did not abuse its discretion and the transfer could stand.
