Where an appeal is directed against a decision of the cantonal civil status authority refusing disclosure of the reasons stated by a son in support of a name-change request, the administrative court must first examine its own competence ex officio. If the disputed act does not fall within its appellate jurisdiction, the court must decline to entertain the appeal without reaching the merits.
