Zweiter Schriftenwechsel und mündlicher Parteivortrag.

Entscheid des Regierungsrates vom 20. Juli 1971 (Nr. 412).

Gemäss konstanter kantonaler Verwaltungspraxis wird im Verwaltungsverfahren keine mündliche Parteiverhandlung durchgeführt. Den Parteien wird das rechtliche Gehör in der Weise gewährt, dass ihnen die Möglichkeit zu je einer schriftlichen Eingabe offen steht. Ein zweiter Schriftenwechsel oder gar mündliche Parteivorträge, wie dies der Beschwerdeführer verlangt, finden im kantonalen Verwaltungsverfahren nicht statt.
