Unterschied zwischen Aufschüttung und Terrainveränderung.

Zwischen Aufschüttungen nach Art. 3 Abs. 1 Bst. c BauG und Terrainveränderungen nach Art. 18 BauG ist grundsätzlich zu unterscheiden. Art. 3 Abs. 1 Bst. c BauG schützt die Interessen der Nachbarschaft bei wesentlichen Aufschüttungen. Art. 18 BauG, systematisch im Abschnitt IV. "Heimat- und Landschaftsschutz" eingeordnet, ist im Lichte des Interesses des Heimat- und Landschaftsschutzes auszulegen. Der Begriff der Terrainveränderung setzt keine topographische Veränderung voraus. Als Terrainveränderung ist jede Veränderung der Oberfläche zu verstehen, auch wenn keine Niveauunterschiede geschaffen werden.
