Das Departement des Innern ist bezüglich einer stationären Einrichtung für Betagte gegenüber Räten von politischen Gemeinden nicht weisungsberechtigt, wenn die Einrichtung durch einen Zweckverband mit eigener Rechtspersönlichkeit geführt wird (Verwaltungsgerichts, B 2010/92).
