la decisione 25 novembre 1998 (n. 5446) del Consiglio di Stato, che respinge l'impugnativa presentata dall'insorgente avverso la decisione 16 luglio 1998 con cui il Dipartimento delle istituzioni si è rifiutato di ratificare un credito di fr. 100'000.-- stanziato dal consiglio comunale il 28 luglio 1997 per l'allestimento del progetto concernente la ristrutturazione e l'ampliamento della scuola d'infanzia;
preso atto che in data 2 novembre 1999 il patrocinatore del ricorrente ha comunicato di ritirare il ricorso;
considerato pertanto che il procedimento è così esaurito;
decreta:
Il ricorso è stralciato dai ruoli.
Non si prelevano né tasse, né spese.
