The appellant challenged a State Council decision creating a cantonal planning zone for studies linked to priority public works. At the hearing of 16 November 2004, the appellant withdrew the appeal through counsel. preso atto che in sede d'udienza 16 novembre 2004 il ricorrente, per il tramite dei suoi rappresentanti, ha ritirato il ricorso;
considerato pertanto che il procedimento è così esaurito;
decreta:
Il ricorso è stralciato dai ruoli.
Non si prelevano né tasse, né spese.
