PER CURIAM:
River Richards appeals the district court’s orders dismissing his amended 42 U.S.C.
§ 1983 complaint without prejudice for failure to state a claim and denying his motion for
reconsideration. We have reviewed the record and discern no reversible error.
Accordingly, we affirm the district court’s orders. Richards v. Parks, No. 7:25-cv-00248-
JHY-JCH (W.D. Va. June 13, 2025; June 30, 2025). We dispense with oral argument
because the facts and legal contentions are adequately presented in the materials before this
court and argument would not aid the decisional process.
