ORDER GRANTING CERTIFICATE OF AUTHORITY
BY THE COMMISSION:
NOTICE is hereby given by the Florida Public Service Commission that the action

are substantially affected files a petition for a formal proceeding, pursuant to Rule 25-22.029,
Florida Administrative Code (F.A.C.).
Clear Rate Communications, LLC (Clear Rate) applied for a Certificate of Authority to
provide telecommunications service, pursuant to Section 364.335, Florida Statutes (F.S.). Upon
review of the application, it appears that Clear Rate has sufficient technical, financial, and
managerial capability to provide such service. Accordingly, we hereby grant to Clear Rate

provisions of Chapter 364, F.S., and Chapter 25-4, F.A.C.
In addition, under Section 364.336, F.S., certificate holders must pay a minimum annual
Regulatory Assessment Fee (RAF) if the certificate was active during any portion of the calendar
year. A RAF Return notice will be mailed each December to Clear Rate for payment by January
30th. Neither the cancellation of its certificate nor the failure to receive a RAF Return notice
shall relieve Clear Rate from its obligation to pay its RAF.
