360 Alabama Fire College Personnel Standards and Education Commission

Ala. Admin. Code r. 360-X-9-.01 Certified Hazardous Materials - Awareness Level

(1) Requirements

(a) The candidate must meet the medical and physical fitness requirements and medical surveillance program of the authority having jurisdiction.

(b) The minimum age requirement is 18 years.

(c) Examination. There will be an examination for state certification provided by the Alabama Fire College and Personnel Standards Commission.

1. An overall score of 70% is required for the successful completion of this examination.

2. Re-test may be taken after 30 days and within 12 months of course completion.

3. All certification testing, to include re-testing, must be completed within 12 months of the course completion date.

(2) Administration

(a) Scope. This standard identifies the levels of competence required to perform the duties of the Awareness Level.

(b) Purpose. The purpose of this standard is to specify minimum requirements of competence for the Awareness Level. It is not the intent of this standard to restrict any jurisdiction from exceeding these minimum requirements.

1. One of the purposes of the qualification requirements contained herein is to reduce the number of accidents, injuries, and illnesses during response to hazardous materials incidents and to help prevent exposure to hazardous materials to reduce the probability of fatalities, illnesses, and disabilities affecting emergency response personnel.

(c) General

1. The candidate shall meet all of the requirements for this standard before being certified as Hazardous Materials - Awareness Level.

2. Each performance objective for the Hazardous Materials - Awareness Level shall be performed swiftly, safely, and with competence. Each objective shall be met in its entirety.

3. It is not required for the objectives to be mastered in the order they appear.

(3) Objectives

(a) The objectives of this standard are based on the ability of the candidate to demonstrate knowledge and skills as outlined in the Alabama Fire College and Personnel Standards Commission Teaching Outline for Hazardous Materials Awareness, current edition.

Ala. Admin. Code r. 360-X-9-.02 Certified Hazardous Materials - Operations Level Including Mission-Specific Levels, 6.2 - Personal Protective Equipment And 6.6 – Product Control

(1) Requirements

(a) The candidate shall be certified to Hazardous Materials - Awareness Level.

(b) Examination. There will be an examination for state certification provided by the Alabama Fire College and Personnel Standards Commission.

1. An overall score of 70% is required for the successful completion of this examination.

2. Re-test may be taken after 30 days and within 12 months of the date of course completion.

3. All certification testing, to include re-testing, must be completed within 12 months of the course completion date.

(2) Administration

(a) Scope. This standard identifies the levels of competence required to perform the duties of the Operations Level including mission-specific levels, 6.2 - Personal Protective Equipment and 6.6 – Product Control.

(b) Purpose. The purpose of this standard is to specify minimum requirements of competence for the Operations Level including mission-specific levels, 6.2 - Personal Protective Equipment and 6.6 – Product Control. It is not the intent of this standard to restrict any jurisdiction from exceeding these minimum requirements.

1. One of the purposes of the qualification requirements contained herein is to reduce the number of accidents, injuries, and illnesses during response to hazardous materials incidents and to help prevent exposure to hazardous materials to reduce the probability of fatalities, illnesses, and disabilities affecting emergency response personnel.

Ala. Admin. Code r. 360-X-9-.03 Certified Hazardous Materials Technician

(1) Requirements

(a) The candidate shall be certified to Hazardous Materials - Awareness and Operations Levels, or Certified Fire Fighter I or Certified Volunteer Fire Fighter.

(b) Examination. There will be an examination for state certification for each level of progression provided by the Alabama Fire College and Personnel Standards Commission.

1. An overall score of 70% is required for the successful completion of this examination.

2. Re-test may be taken after 30 days and within 12 months of course completion.

3. All certification testing, to include re-testing, must be completed within 12 months of the course completion date.

(2) Administration

(a) Scope. This standard identifies the levels of competence required of responders to hazardous material incidents to perform the duties of a Hazardous Materials Technician.

(b) Purpose. The purpose of this standard is to specify minimum requirements of competence for the Hazardous Materials Technician. It is not the intent of this standard to restrict any jurisdiction from exceeding these minimum requirements.

1. One of the purposes of the qualification requirements contained herein is to reduce the number of accidents, injuries, and illnesses during response to hazardous materials incidents and to help prevent exposure to hazardous materials to reduce the probability of fatalities, illnesses, and disabilities affecting emergency response personnel.

(a) The objectives of this standard are based on the ability of the Hazardous Materials Technician to demonstrate knowledge and skills as outlined in the Alabama Fire College and Personnel Standards Commission Teaching Outline for Hazardous Materials Technician Level, current edition.

(1) Requirements

3. It is not required for the objectives to be mastered in the order they appear.

(3) Objectives

(a) The objectives of this standard are based on the ability of the Hazardous Materials Incident Commander to demonstrate knowledge and skills as outlined in the Alabama Fire College and Personnel Standards Commission Teaching Outline for Hazardous Materials Incident Commander, current edition.
