FR Doc. 2026-20319 Streamlining Access to Government Services Through America.gov
Executive Order 14432 of September 29, 2026

Streamlining Access to Government Services Through America.gov

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1 . Purpose. For generations, Americans seeking essential services from the Federal Government have been required to navigate a system organized around the structure of Government rather than the needs of the people. Americans must search across numerous executive departments and agency (agency) websites, interpret complicated Government terminology, frequently provide the same information, and repeatedly prove their identities to a Government that may already possess the information necessary to serve them. The American people deserve better.

Advances in technology now make possible a fundamentally different relationship between the people and the Federal Government, defined by simplicity, speed, accuracy, security, and respect for the individual. The same spirit of American innovation that can accelerate scientific discovery can also help Americans complete essential interactions with the Federal Government.

This order therefore directs the establishment of America.gov as the unified digital front door to the Federal Government for every individual in the United States seeking Federal information or services. America.gov will not be merely another website, search engine, or directory of Government links. It will be a secure, intelligent, and service-oriented point of entry through which an individual may sign in, communicate in plain language, receive accurate answers, and, where authorized and technically available, complete Government transactions without being required to navigate the websites of multiple agencies. America.gov will enable the Federal Government to do its own paperwork so that the American people may get on with their lives.

Sec. 2 . Policy. It is the policy of the United States to:

(a) provide every individual in the United States seeking Federal information or services with a single, secure, conversational point of entry through which the citizen may discover, access, and, where authorized, complete covered Federal transactions;

(b) establish common standards of quality, simplicity, accessibility, interoperability, security, reliability, and design across participating Federal digital services and public-facing websites;

(c) preserve each agency's custody and control of its records, systems, statutory responsibilities, and adjudicatory authority and ensure that unifying access to Federal services does not create a centralized Federal system of records concerning the American people;

(d) protect personal information through data minimization, secure authentication, auditable authorization, and disclosure practices consistent with applicable law;

(e) ensure that super intelligence used in connection with America.gov is accurate, reliable, and transparent; and

(f) preserve existing lawful methods by which Americans may obtain Federal services, including in-person, telephone, mail, and agency-specific digital services, so that America.gov provides a better option but does not become the only option.

Sec. 3 . Definition. The term “covered services” means public-facing Federal services that serve more than 100,000 users in a 12-month period and can be accessed or applied for online. The term excludes tax filing services provided by the Internal Revenue Service and services provided by the Department of War and elements of the Intelligence Community. The Director of the Office of Management and Budget (OMB) may, by memorandum, add or exclude “covered services.”

Sec. 4 . Establishing America.gov. The Administrator of General Services, in coordination with the Administrator of the National Design Studio and the Director of OMB, shall:

(a) establish and operate America.gov as the single point of entry for Americans to access covered services online; and

(b) take such steps as are necessary to integrate Login.gov with America.gov, including using Login.gov as the authentication service for America.gov.

Sec. 5 . Implementing America.gov. (a) Within 90 days of the date of this order, the Director of OMB shall issue a memorandum to the heads of agencies on implementation of this order.

(b) Heads of agencies shall:

(i) identify covered services in their respective agencies;

(ii) integrate the provisions of such services with America.gov in a secure and privacy-preserving manner, including by making the public Application Programming Interfaces, dashboards, and digital forms that already support services accessible through the America.gov platform;

(iii) complete integration with Login.gov consistent with the requirements of section 1523(b)(1)(D) of title 6, United States Code, and OMB Memorandum M-26-18; and

(iv) provide, on an ongoing basis, the Administrator of General Services and the Director of OMB with historical and current usage and performance data for covered services.

Sec. 6 . General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d) Nothing in this order shall be construed to require the disclosure of information that is prohibited by law, or to authorize any person other than the originating agency to access records maintained by that agency about an individual, except as provided by the Privacy Act of 1974 (5 U.S.C. 552a) or other applicable law.

(e) The costs for publication of this order shall be borne by the General Services Administration.

FR Doc. 2026-20320 Eliminating Disease-Carrying Pests and Restoring Enjoyment of the Great Outdoors
Executive Order 14433 of September 29, 2026

Eliminating Disease-Carrying Pests and Restoring Enjoyment of the Great Outdoors

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1 . Background and Purpose. Ticks and mosquitoes are among the deadliest animals worldwide, transmitting major diseases that impose growing health and economic burdens on the American public. Foreign, invasive mosquitoes, especially the Asian tiger and Egyptian mosquitoes, are multiplying across the United States and have become the dominant species in some areas, including the District of Columbia (DC), spreading disease and diminishing quality of life. Furthermore, the expanding tick populations in the United States expose Americans, our pets, and our livestock to debilitating and expensive health risks. Historical approaches have relied primarily on the use of conventional pesticides; however, the use of commonsense, non-chemical, technology-enabled measures can significantly reduce the negative effects of these pests, enhancing enjoyment of the great outdoors for all Americans.

Sec. 2 . Policy. It is the policy of the United States to develop and deploy commonsense approaches and technological capabilities to suppress tick and mosquito populations and address the harms these insects cause, using improved detection, screening, prevention, and health care interventions. These goals will be achieved through the following policy priorities:

(a) Leading the world in safe and effective tick and mosquito population control to prevent disease through smart land management techniques and procedures, natural predator populations, non-chemical pest control measures, and advanced technologies, including sterile insect techniques and insect control tools developed with safe and effective biotechnologies.

(b) Diagnosing, preventing, and treating the syndromes and diseases spread by ticks and mosquitoes in the United States, including alpha-gal syndrome, Theileriosis, Rocky Mountain spotted fever, Lyme disease, and Babesiosis (spread by ticks), and viral infections such as West Nile, Zika, Chikungunya, and Dengue fever (spread by mosquitoes).

(c) Advancing the objectives of the DC. Safe and Beautiful Task Force set forth in Executive Order 14252 of March 27, 2025 (Making the District of Columbia Safe and Beautiful), by reducing the invasive tick and mosquito populations across DC both safely and effectively, without negative effects on beneficial insects, native plants and animals, or the natural beauty of our parks, waterways, and recreational areas.

(d) Expanding the successful techniques and approaches developed in section 3 of this order as a model for nationwide control of tick and invasive mosquito populations.

Sec. 3 . Implementation. (a) Within 60 days of the date of this order, the Secretary of the Interior, the Secretary of Agriculture, the Administrator of the Environmental Protection Agency, and the Administrator of General Services, in consultation with the Secretary of Health and Human Services, shall develop and implement a campaign across DC to, by 2028, reduce the Asian tiger mosquito, Egyptian mosquito, and other invasive mosquito populations, as appropriate, by 90 percent and reduce the tick population by 50 percent, with further reductions as practicable. The campaign shall:

(i) remediate tick and mosquito breeding grounds on lands subject to Federal jurisdiction throughout DC, including by reducing tick and mosquito habitats through landscaping and drainage improvements, e.g., mowing and rain gardens, and strategic deployment of natural, targeted controls;

(ii) control pest transport and key host reservoir or amplification populations, including rodents and deer, that facilitate ticks and tickborne diseases;

(iii) prioritize the use of commercial capabilities or cooperative agreements, including the deployment of advanced technological solutions such as sterile insect techniques for mosquitoes or other safe and effective biotechnologies; and

(iv) include a plan, developed in consultation with the Government of DC, as appropriate, for implementing tick and mosquito controls on lands across DC communities.

(b) Within 60 days of the date of this order, to expedite the campaign ordered in subsection 3(a) of this order, the Administrator of the Environmental Protection Agency, in consultation with the Secretary of Agriculture and the Secretary of Health and Human Services, shall:

(i) submit to the President, through the Assistant to the President and Homeland Security Advisor, a regulatory framework, informed by relevant academic centers and industry, for the planned development and release into the environment of advanced, safe, and effective tick and mosquito control technologies. This framework shall consider sterilization techniques, safe genetic modification, and use of safe, beneficial bacteria, in alignment with Executive Order 14292 of May 5, 2025 (Improving the Safety and Security of Biological Research); and

(ii) prioritize and expeditiously advance or register novel tick and mosquito control methods or products that the Administrator of the Environmental Protection Agency finds to be both safe and effective.

(c) Within 90 days of the date of this order, the Secretary of Health and Human Services, building on the Lyme Disease Moonshot initiative already underway, as appropriate, shall:

(i) issue prize competition announcements under 15 U.S.C. 3719 or other applicable laws, or direct research and development programs for rapid diagnostics to identify, prophylactics to prevent—and therapeutics to treat—tick- and mosquito-borne diseases of consequence as determined by the head of the agency, including those listed in subsection 2(b) of this order; and

(ii) review available and candidate immunotherapy treatments for alpha-gal syndrome and develop a research agenda to accelerate the clinical review of viable candidates.

(d) Within 90 days of the date of this order, the Secretary of Agriculture, in coordination with the Secretary of the Interior, the Secretary of Health and Human Services, and the Administrator of the Environmental Protection Agency, shall issue prize competition announcements under 15 U.S.C. 3719 or other applicable laws, or direct research programs, for the development of non-chemical means to reduce tick- and mosquito-borne diseases of consequence, including through reducing tick and mosquito populations.

(e) Within 60 days of the date of this order, the Secretary of Agriculture and the Secretary of Health and Human Services, as appropriate, shall explore options for labeling food and drug products that include significant amounts of alpha-galactose, in a manner similar to other allergy warnings.

(f) The Secretary of the Interior, the Secretary of Agriculture, the Secretary of Health and Human Services, and the heads of other relevant agencies, in coordination with the Director of the Office of Management and Budget, shall review available resources to support the implementation of this order.

Sec. 4 .

(d) The costs for publication of this order shall be borne by the Department of the Interior.

FR Doc. 2026-20321 Inaugurating the Era of Super Intelligence
Executive Order 14434 of September 29, 2026

Inaugurating the Era of Super Intelligence

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1 . Purpose. America stands at the forefront of a new technological revolution in intelligence. The modern field of artificial intelligence was born in the United States, where American scientists first gave the field its name and laid the foundations for its development. Seventy years later, powered by our Nation's unmatched culture of innovation, world-leading companies and research institutions, and entrepreneurial spirit, America is once again pushing the technological frontier forward.

The extraordinary technologies being pioneered by American innovators far exceed what was envisioned when the term “Artificial Intelligence” first came into use. The capabilities of today's frontier systems do much more than imitate or automate discrete aspects of human intelligence. They increasingly amplify human ingenuity and unlock new forms of creativity, empowering Americans to achieve what was previously impossible across science, medicine, and nearly every other domain of human endeavor. As these capabilities continue to improve, they increasingly represent not merely artificial intelligence, but a new era of Super Intelligence.

The terminology used by the Federal Government should reflect the transformative capabilities of these technologies and the limitless opportunities they create for the American people. Accordingly, the term “Super Intelligence” more appropriately captures the promise, potential, and rapidly advancing capabilities of these technologies. It is therefore the policy of my Administration that, to the maximum extent permitted by law, the executive branch shall use the terms “Super Intelligence” and “SI” in place of “Artificial Intelligence” and “AI” and will not acknowledge the usage of “Artificial Intelligence” and “AI” in any applicable setting.

Sec. 2 . Implementation. (a) To the maximum extent permitted by law, executive departments and agencies (agencies) shall use “Super Intelligence” and “SI” in place of “Artificial Intelligence” and “AI” in official correspondence, public communications, websites, reports, policy documents, and other non-statutory documents within the executive branch.

(b) Nothing in this section requires the alteration of previously issued regulations, Presidential actions, contracts, grants, or other historical documents.

Sec. 3 . Definition. (a) For purposes of this order, and except where otherwise provided by law, the terms “Super Intelligence” and “SI” mean the technologies and systems encompassed by the term “artificial intelligence” as defined in section 9401(3) of title 15, United States Code. This definition shall govern the implementation of this order unless and until superseded by subsequent Presidential action consistent with applicable law or by an Act of Congress.

(b) Within 60 days of the date of this order, the Assistant to the President for Science and Technology (APST), in consultation with the heads of other agencies as the APST deems appropriate, shall submit to the President proposed legislative language to establish a Federal definition of “Super Intelligence” and “SI” that reflects the capabilities described in section 1 of this order. The proposal shall include:

(i) an assessment of whether, and to what extent, the definition of “Super Intelligence” and “SI” should modify, expand upon, or otherwise supersede the existing statutory definition of “artificial intelligence”;

(ii) any proposed conforming amendments, as appropriate, to existing statutory references to “artificial intelligence” and “AI”; and

(iii) recommendations for any additional Presidential or executive action necessary to implement the proposed definition throughout the executive branch.

Sec. 4 .

(d) The costs for publication of this order shall be borne by the Office of Science and Technology Policy.
