Foreign nationals may be admitted as religious caregivers or teachers or as teachers of their native language and culture if, in addition to meeting the requirements of Articles 18–24, they:
are familiar with the social and legal value system in Switzerland and are capable of imparting this knowledge to the foreign nationals that they care for and teach; and
they are able to communicate in the national language spoken at their place of work.
In deciding whether to grant short stay permits, the competent authorities may derogate from the requirement under paragraph 1 letter b.
