1. This Act is subject to an optional referendum.
2. The Federal Council shall determine the commencement date.

Commencement date:¹1 January 1996
for Articles 3 and 4 paragraphs 1, 2 and 4: 15 November 1995
for Article 4 paragraph 3 and 13 paragraph 3: 1 January 1997
