The Swiss Federal Council, on the basis of Article 26 of the Federal Act of 1 July 19661on the Protection of Nature and Cultural Heritage (NCHA),
Article 44 paragraph 1 of the Environmental Protection Act of 7 October 19832(USG), and in implementation of the Convention 19 September 19793on the Conservation of European Wildlife and Natural Habitats,4 ordains:
