  1. Für den Inhalt des Antrages und des Vertrages gilt Artikel 17.1
  2. Für die nachträgliche Festsetzung des endgültigen Betrages gilt Artikel 18. Anstelle der Verfügung nach Artikel 18 Absatz 2 nimmt die Behörde eine Änderung oder Ergänzung des Vertrags nach dem in Artikel 19 vorgesehenen Verfahren vor.
