Applicants for a construction licence must demonstrate that:
1. they are able to comply with the principles aforementioned in Articles 7 to 12;
2. ¹ …
3. in the case of nuclear installations with low hazard potential, the requirements aforementioned in Article 22 are met.
They must submit the following documentation:
1. required documents for construction licence as indicated in Annex 4;
2. environmental impact report;
3. report on compliance with spatial planning requirements;
4. quality management programme for the planning and construction phase;
5. emergency preparedness concept;
6. decommissioning plan or project for the monitoring period and plan for closure of the installation;
7. report on compliance of the project with the general licence requirements.
ENSI shall regulate the type, content, presentation and number of required application documents in guidelines.²
