Das BAZL kann von den Zulassungsverfahren und den Lufttüchtigkeitsanforderungen für Luftfahrzeuge der Standardkategorie abweichen, wenn eine ausländische Behörde für ein Luftfahrzeug, das ihrer Aufsicht untersteht, eine Zulassung nach anderen Verfahren oder Lufttüchtigkeitsanforderungen begehrt.
