Exceptions to the following operating regulations may be authorised:
the operating regulations under Article 31 paragraph 3 letter a: by the aerodrome manager at aerodromes without an air traffic control service, by the air traffic control unit in agreement with the aerodrome manager at aerodromes with an air traffic control service;
the operating regulations under Article 31 paragraph 3 letter b: by the air traffic control unit;
the operating regulations under Article 31 paragraph 2 and paragraph 3 letter c: by the FOCA.
Exceptions may only be authorised if flight safety is guaranteed.
Authorisation may be made subject to conditions.
