  1. Mobile telephony licensees must implement the measures set out in Article 96h relating to emergency services by 31 January 2031, and the measures relating to other services by 31 January 2034.
  2. They must report to OFCOM as follows:
    1. They shall submit a plan for the implementation of the measures set out in Articles 94a , 96h and 96i by 31 January 2027.
    2. They shall submit an interim progress report annually, starting on 31 January 2028 and ending on 31 January 2034.
