The Federal Council shall establish responsibilities and procedures for the exchange of data with foreign authorities and institutions and with international organisations.
Confidential information may only be disclosed to foreign authorities and institutions or to international organisations if:
this is required by international agreements or the resolutions of international organisations; or
it is imperative in order to avert an imminent hazard to life or health.
