Persons responsible for wastewater treatment plants shall ensure that they can store the sludge until environmentally compatible disposal is guaranteed.
If sludge from a wastewater treatment plant cannot be disposed of in an environmentally compatible manner at any time, the plant must have a storage capacity of at least two months.¹
