visti gli articoli 54 capoverso 1 e 166 capoverso 2 della Costituzione federale1;
visto il messaggio del Consiglio federale del 31 agosto 20112,
decreta:
Il presente decreto sottostà a referendum facoltativo (art. 141 cpv. 1 lett. d n. 3 Cost.).
