Commentaries: Art. 15a

If a federal project affects essential cantonal or communal interests, the department concerned or the Federal Chancellery shall involve the cantonal bodies concerned and, if appropriate, the national umbrella organisations for communes, towns and mountain regions in an appropriate manner.
Essential interests in accordance with paragraph 1 are affected in particular if:
1. the project is to be implemented in whole or in part by cantonal or communal bodies and implementation requires considerable human or financial resources on their part;
2. cantonal or communal bodies must be reorganised; or
3. cantonal or communal bodies must make significant changes to the law.
